Revised age-based movie certification introduced by the Centre to ensure age-appropriate content for young viewers.

The Centre has introduced revised age-based certification for movies to expand the U/A category certification pertaining to Unrestricted Public Exhibition with parental guidance. This has been done with the aim of ensuring young viewers are exposed to age-appropriate content.
In the latest gazette notification, the Ministry of Information and Broadcasting amended the rules notified in December 1991 laying down principles for sanctioning films for public exhibition.
“If the Board (Central Board of Film Certification), having regard to the nature, content and theme of the film, is of the opinion that it is necessary to caution the parents or guardian of a child to consider as to whether any child below the age of seven, thirteen or sixteen years, may be allowed to see such a film, the film shall be certified for unrestricted public exhibition with an endorsement to that effect,” the gazette notification stated.
The three new sub-categories added include U/A 7 +, U/A 13 + and U/A 16 +. This three tier sub-categorisation under the U/A replaces the earlier singular U/A classification applicable to children under 12 years.
Earlier, the I & B Ministry had said these age based markers would be only recommendatory, meant for the parents or guardians to consider whether their children should view such a film. “The age-based certification system with UA markers to be implemented to ensure young viewers are exposed to age-appropriate content. It will play a crucial role in balancing the need to protect vulnerable audiences, such as children, with the principles of freedom of expression and consumer choice,” the Ministry had said in a statement last year.
“Content suitable for a child aged seven years and above and under the age of seven years with parental guidance shall be classified as “U/A 7+” rating….,” it added. Similarly, film content suitable for a child aged “thirteen years and above with parental guidance will need to be classified as “U/A 13+” rating, while “U/A 16+” rating is for content required to be watched with Parental Guidance for a child aged sixteen years and above.
The government had notified Cinematograph (Amendment) Act in 2023, and Cinematograph (Certification) Rules in 2024, in supersession of the Cinematograph (Certification) Rules, 1983.
